The name of this tune is a word play on the saying, "Not waving, but drowning" which is used of a person whose display of distress misleads others to underestimate this distress. The song is based on that, in regards to people with depression, anxiety, and the like. Living with these mental disorders is like swimming through mood swings, and sometimes drowning in them. People who don't suffer from these symptoms have no real grasp on it, saying things like, "Get over it", "Think happy thoughts". In a world full of ignorance and intolerance, you tend to put up a front to how you are actually are feeling/doing. Thus, "Waving And Drowning".
